The second trip to Cambodia by an Australian cabinet minister in two months has raised questions about whether the Abbott Government is planning to send asylum seekers there.

The Immigration Minister, Scott Morrison, has made a previously-unannounced trip to Phnom Penh for talks on people smuggling.
